The conflict between the army and the Indonesian police: history, dynamics, ways to overcome the crisis of relations between the two structures

The National Army of Indonesia (the TNI) has long been a key pillar of Indonesia's sovereignty. The nation's police force (the Polri), in turn, was instrumental in the nation's struggle for independence, and was one of the few organizations which supported Sukarno during the 1965 coup. After the coup in 1965 the Polri became part of the Indonesian Armed Forces (ABRI). However, after the collapse of Suharto's regime, the police were again separated from the Armed Forces. However, this separation was unsuccessful. It has resulted in conflict between the nation's police and army due to overlapping responsibilities and competition over resources. This standoff could lead to greater conflict and the eventual balkanisation of the country. Hence, it is crucial to analyse this complex issue, taking into account its roots, its current dynamics and its potential future development.

How can political student organizations in Tübingen influence local policy-making?

The article discusses the role of political student organizations and their possibilities for local policy-making and participation. The case of Tübingen serves as an example, as it is a smaller municipality in Germany, creating an excellent environment for political participation. The theoretical approach is derived from the concept of democratic innovation designed by Brigitte Geissel, focusing on new ways to make democracy accessible to everyone. This project is explorative in nature and all empirical material was collected by the author. She conducted several expert interviews with political student organizations that are active in Tübingen, asking them about their own perceived possibilities for political participation on the local level. These interviews were then transcribed and hermeneutically analyzed. The analysis shows that most organizations are not sure where they (would) fit in on the local level and the politics that happen on the local level. However, they do all feel that their interests could be better represented, by them having either a consultative or a cooperative governing role. So, it can be concluded that there is a wish for democratic innovation amongst students to increase their access to local politics. Still further research will have to be done to paint a more representative picture of the situation.

Bunte Wiese Tübingen - A case study of good practices in local governance of urban greening

Student initiatives act as social innovators by using academic expertise to tackle societal issues practically. The University of Tübingen appears as a fertile ground in that respect, with the creation of the Initiative Bunte Wiese in 2010, that works jointly with the municipality to promote sustainable management practices of urban green spaces. This paper investigates practices and challenges encountered by Bunte Wiese in conducting its community work. It aims at identifying the variables influencing the organization’s ability to effectively promote biodiversity preservation locally. The study was conducted using semi-structured interviews carried out with one former activist as well as two current members of Bunte Wiese, and with an employee from the gardening service of the municipality. Themes arising from the discussions were used to define the main variables weighting on the Initiative’s decision-making power. Seven categories were defined, among which four components related to proactively deployed means. Structural factors, including internal factors of the organization, comanagement issues, and the external context were also identified. The steady conduction of public relations work and the awareness of the changing external environment appear to be key dimensions that might be generalized as guidelines for the success of similar initiatives.
