Problems in the Functioning of Vepsian Public Organizations in Modern Karelia: An Institutional Analysis

Abstract. Using the example of the Vepsian Cultural Society in Karelia, this article analyzes barriers facing ethnic NGOs: grant dependence (an institutional trap), high transaction costs, and an aging workforce. Current government support focuses on short-term projects, undermining organizational sustainability. The article argues for a transition to systemic support for civil society institutions rather than project-based funding.
