Abstract. The relevance of this study is determined by the interpretation of “nuclear diplomacy” as a tool of geopolitical influence and economic interaction between Russia and African countries, one that involves Russian companies, primarily Rosatom. Drawing on an analysis of interstate treaties and the El-Dabaa nuclear power plant project through institutional and functional approaches, the study demonstrates Russia's presence in Africa's nuclear energy sector and assesses the effectiveness of nuclear diplomacy in enhancing Russia's role on the continent.
Keywords: nuclear energy, nuclear diplomacy, scientific and technical cooperation, ensuring technological sovereignty, technological leadership, Russia, Africa, El-Dabaa nuclear power plant
