Abstract. The article analyzes the existing urban environment heritage protection tools, in particular, the current legislative and regulatory basis is considered. The question of insufficient detailing of measures to preserve historical buildings, affecting the formation of the city urban appearance and the need for a statefixed system of restrictions, ensuring the preservation of historical environment key elements is raised.
