Abstract. The article analyzes the regional identity policy of the Kaliningrad region in the period from 1990 to 2018. The peculiarities of the Kaliningrad region, affecting the vector of development of regional identity, and the mechanisms used by local elites for the artificial construction of regional identity and the creation of a unique image of the territory are revealed.
