The Formation of Administrative Justice in Russia: Stages and Features

Abstract. The article explores the development of administrative justice in Russia, tracing its evolution from the initial mechanisms of judicial oversight over the executive branch during the pre-revolutionary era to the establishment of a contemporary administrative justice system. It examines the pre-revolutionary period, highlighting the creation of provincial courts and the role of the Governing Senate. The study also analyzes the Soviet era, during which administrative justice was entirely abolished and replaced by prosecutorial supervision, and considers the modern stage, which began with the adoption of the Code of Administrative Judicial Procedure of the Russian Federation in 2015.
