State programs in the Republic of Karelia: efficiency and problems of their implementation

 Abstract. To increase the efficiency of using budget funds is one of the main objectives of budget planning. Currently, there are several ways to solve this problem, one of which is the program-target method of budget planning. It allows to manage results, not costs. The object of study in this article is the program-target method in budget planning in the public financial management by the example of the Republic of Karelia.
